Can Android 4.0 apps work with Android 2.0 and Android 3.0 devices?

I plan to create an application for users to view their game statistics, which I am currently doing, but my question is similar to the title. I'm not sure if I can use apps with Android 3.0, Android 2.0 or lower? If not, how would I get around this? I just can not use the new API functions, such as NFC, etc.? In general, if I start development with the Android 4.0 SDK, will all Android phones be able to use my application?

The compatibility library (which we just call in the support library now) does not use special magic to remove this. You can check Build.VERSION.SDK_INTat run time and use the loadloader functions to access new functions when they are available.
