In-app purchase not available for sale in sandbox

I am trying to verify my new purchase code in the app. I have several items installed in iTunes Connect. I marked one of them as NOT cleared for sale, but it still returns to the SKProductsResponse product property and not the invalidProductIdentifiers property. Is there another way to determine if a product is available? Is this a common sandbox problem? Can I do something wrong?

Invalid identifiers do not match pending sales. state of documents:

An array of product identifier strings that were not recognized by the Apple App Store. (Only for reading)

AFAIK there is no software identification method cleared for sale.
