Resize html site for different screen resolutions

I had to redo the website from flash to html / jquery. Everything looked great. So far I have not tested the site on a netbook, where the screen resolution is much less. All elements were displaced or not stretched as I wanted it. Or everywhere there were scroll bars.

So, how do I make it stretch or resize,

Is there a property that I can set somewhere that will resize proportionally?

You should use heigh / width as a percentage (%), not px / em. change the css file.
