Admob job doesn't give me money

I added admob to my Android app, banners are sometimes displayed, but this is not the case. The thing, which is strange to me, is that when I go to admob.com and I check my account, I see that the request field is increasing, and at the moment 30, the effective CPM is 0 $, and RPM - 0 $, also the filling field fills approximately 5%.

I have many questions, but my main question is why am I not getting any money?

I think I haven’t done anything in my code, so I don’t make money ... I don’t know what I am missing. I take the publisher id from admob, and I entered the code in the right place, and obviously it works because requests are increasing. But why don't I have money? Did I need to do something else? some other resolution or something else?

I really have no experience with admob, maybe this is not the place to ask questions, but still I asked why I think the problem is in my code, I think I'm missing something.

Note: my application is not published on the market, is this a problem? Is this publishing requirements application marked, so admob can work?

Well, the simple answer is: no one clicked on the banner. Maybe 30 times when a banner was requested (the user opens this activity, and admob tries to load the banner), but not the user clicked on it.
