Is there a window manager using OCaml?

Haskell has XMonad, CommonLisp has StampWM. If it is developed using OCaml, it should be faster than the two.

I'm not sure that the window manager looks like a killer application for a functional language ... I am much more impressed with programs like the Coq brokerage system or JaneStreets.

Find out what JaneStreet Capital does with OCaml or what various research institutes program (like INRIA). Of course, you will only see what people publish ...
