Kerd Error with Verdana in Firefox and Chrome at 15 pixels

Question

I noticed a kerning problem with Verdana at 15 pixels in Firefox and Chrome on Windows. See the image below and note the extra space between “o” and “r”. This image is a screenshot from Chrome with only font-famliy and font-size styles applied to paragraphs.

Does this mean that there is an error in the kerning table for the Open Type font version? Where can I even report a bug?
