I have .Net 4.0. When myapp.exe.config is under the usual program files folder, it is ignored. Even if I delete it or write nonsense in it, myapp.exe works, and it seems to me that the values ​​are taken from a previous installation.

When I copy a folder, for example. On the desktop, it works correctly.
