Create excel without interaction and template with or without rows and columns

Question

Which dll or library can be used to create an excelsheet that does not have a specific format, so the template can be used in this context. Although rows and columns can be combined. The number of columns is not fixed.

For example: In the first row, columns 1 and 2 are combined, and in the second row, 2 rows of the second column are combined. Say the first row contains 5 columns, and the second row contains 4 columns.

Interaction is undesirable, since the system on which the program is running may not have a Microsoft office with it.

Any suggestions would be helpful.
