FourSquare Venues API

I am a little loose about how to use the forusquare APIs. My main question is related to OAuth. I want to be able to search for locations on the server side, and I need a server to automatically enter four windows. The website says that foursquare does not require user authentication to use some location features, however whenever I try to call: places / categories without specifying oath_token, I get a permission error.

How can I make local calls without using user login?
