File download dialog does not work from IE ModalDialog in IE9 when it is initiated using Flash

Question

I have a flash control that can download a file to a local computer. This flash control is used on the html page where the page is displayed in IE modalDialog. When the user presses a button on the flash control, the user is presented with a file download dialog to indicate the physical location and file name for saving the file.

IE 9 - The file download dialog is not displayed and the browser freezes.
IE 6, 7, 8 - No problem. A file download dialog box appears and you can save the file.

I assume this is due to a change in how IE handles the Model Dialog and scripts using the Model Dialog. So, if there is any official reference to this behavior change, it would also be helpful.
