Firstly, I am completely new to GAE. 3 days ago, I did a Google search to host a website on Google App Engine for free. I found this tutorial on labnol.org:

I had the impression that the GAE quota for free users was high. My site received very little traffic. At best, a site receives 50 daily pageviews, of which most, if not all, are mine. I am testing my code and updating my browser.
GAE indicates the following: Frontend entry time - 100% - 28.00 out of 28.00 Delivery time
I have not adjusted the GAE settings until this morning. 2 things have changed in the last 12 hours:
I changed my frontend class instance from default f1 to f4. My reason for this was to see if my site load time would improve (this is not the case). My site is a pretty small and simple site.
This morning I replaced the html files and images in the last 2 days with new ones. This led to some file changes and downloads (deployment via the GoogleAppEngineLauncher Mac app), probably about 5 times per hour.
On my settings page, everything is at 0, except for this:
Entrance time to Frontend 100% 28.00 from 28.00 Time in hours
How do I reach a placement quota for GAE? Do I have to configure any other settings? What can I do to prevent this from happening in the future?
