The imported SharePoint list template does not appear when you create a new list from it

I have a SharePoint site that is used only for development and testing. Now I create my actual site by creating the necessary objects, pages, parts, etc.

I ran into this problem after I exported my list templates from the old site and imported these templates into a new one. All of these imported templates are shown in Gallery-> List Templates. but they are not available when I tried to create a list of these templates by going to "Site Actions → Advanced Settings → List".

What is the problem?

Are the features needed to support your list templates included in the target site / site site?
