Why is my application not available for some devices through the Market?

As a specific example, the application is not available for HTC Wildfire S. This device is listed in the console of the Android Market publisher as one of the devices available to them, but the application is displayed on the web market and Wildfire as are incompatible. Which is clearly confusing. The application is not available for a number of devices, including Galaxy S, Galaxy S2, Galaxy Ace, although they are also displayed on the Market console as compatible.

Here are the relevant manifest settings, as shown in the market:

Screen Layouts: SMALL NORMAL LARGE XLARGE

Mandatory device features

android.hardware.wifi

android.hardware.screen.landscape

android.hardware.touchscreen

The application is paid and available for all countries, so I do not think that this is a country problem.

What am I missing? The Android Market says the app is available to these devices, so why isn't it? I'm struggling to figure out why one side of the Android Market says it's compatible, but an open-minded pro says it isn't. What's happening?

AFAIK. If the target version of the application is not compatible with the OS version of the device, the application will not be displayed for download.

If you enable encryption, this may cause a problem with some Googles OEM licenses.

An example of this is T-Mobile Pulse, which simply will not display applications that have been encrypted.
