How often do the first four credit card numbers change?

Now I am discovering a type of credit card based on its first four numbers.

How often do these first four digits change? Is there a service that can interact with ASP.NET that will contain an updated list of these first four digits and their respective institutions?

According to the Wikipedia article about this, the last significant change to this list was in 2007. Keeping your software up to date should not be too complicated, even if you are making hard code.
