How can I create open rails_footnotes files using Sublime Text 2?

I do not ask how to say footnotes how to do this - I use this line in the file initializers/footnotes.rb:

Footnotes::Filter.prefix = 'txmt://open?url=file://%s&line=%d&column=%d'

My question is what should be done instead txmt://open?...? I tried subl://and sblm://, but without joy. It has something to do with open?url=etc.
