Tomcat is not registered in the file

I am trying to enter a file using doc - http://tomcat.apache.org/tomcat-7.0-doc/logging.html

Here are my logging.properties in tomcat_home / conf

But the registration file is not created, did I miss something?

For me, this problem was caused: catalina.base was installed incorrectly, so tomcat tried to write a directory that did not exist.

Update: the directory does not exist that was specified by the .base catalina

Run the same problem. In my case, the problem was caused by the lack of write access to the log directory for the user under which the tomcat service was running.
