How to protect a Webservice from a denial of service attack?

What can I do to protect a Web service / WebBroker application from a Denial of Service attack? the attack forces IIS to create a huge number of instances of the web browser at the same time. the web broker does not have enough time to start and respond until a new request appears. which sometimes causes the web browser to crash. Is there some kind of limit per minute of the request or some way to send requests to the queue?
