How did Google draw a zip code scheme on maps?

For example: http://g.co/maps/2dpkj has a scheme around the zip code area. I understand that this is not available through the API, but where else can I get this data, for example, in KML format.

This is for UK data

Most likely, Google has a license agreement with Ordnance Survey that allows them to use Code Points with Polygons data - I think they then did some data processing to create a KML file. Depending on your GIS skills and ability to read the source file (ESRI / MapInfo), you should be able to do the same.
