In which version of .net Framework will the library run

If I have a library that is compiled in .NET 4 and references it from an .net 4.5 executable file, which version of the framework performs the operations defined in the library to be executed with?

I have a cli application that is built in .net 4.5 and references the .net 4 and .net 4.5 projects, and they are wondering if they will use the same version of ADO.net components.
