Can someone detect an error with this array?

I fill the array with variables from the table.

For some reason, he doesn't like indexes 08 or 09.

Notice how it handles keys 08 and 09 against when I change them to 88 and 99 in the second example.

Can someone determine what I am doing wrong?

Providing a number with 0 in PHP makes the number be interpreted as an octal value. In octal notation there are no 8 and 9.

Why not just use 1, 2, 3, etc.? Or, if you really need it to be two digits, use the strings as the key, that is, "01", "02", "03" ...

0 ... are octal numbers, no 08 or 09, so PHP treats them as 0.
