Why put two different position rules in one css selector

I found this CSS example that I read, and it's hard for me to determine why there are two position rules in one selector.

#Div
{
     position:fixed !important;
     position:absolute;
}

What does it do? Doesn't an element !importantalways override position: absolute?

All supporting browsers position:fixedwill use it, the rest will return to absolute.
