Engine control with an Android device

I’m trying to get a custom Android application (working on the "Security tab" Packard Bell ", android 3.2) for controlling an external engine. There is no need for subtle control, just a way to signal" on "and" off ". Which port on the device can I use for how to get this output and how to configure it? The ability to just turn on or off the power on a USB device would be ideal, but I read the answer to another question on this site that told me that this is not possible with Android.
