Paste PDF on web page and prevent download

Is there a way to embed a PDF document on a web page without disabling the download? If possible, I would prefer the html5 / css3 solution. If no other way is possible, I would go with something else.

You can download PDF.js and change these 2 files: viewer.html and viewer.js, delete / change the corresponding buttons / actions to disable loading / printing, and you can also disable right-click menu items.

The style will pointer-events: nonealso prevent users from right-clicking a PDF file and loading it.
