Convert a sound file to wav with a specific bitrate and reduce a specific part of the file

I have a sound file (mostly mp3, but it can be of any bitrate). I need a method to extract the specified part of the input file (no more than 40 seconds) into the wav 8-bit monaural output. I would appreciate any help or advice in choosing a java library for this.

You can use JavaLayer to decode mp3 in wav. Cutting a 40 second clip from wav should not be a problem.
