Why colgroup / col does not work in Chrome

One answer to my previous question is that colgroup / col should only work in IE.

I wrote an example (see below) that works on IE9 (the contents of the center cells in the third column), but does not work in the latest version of Chrome.

What have I done wrong?

HTML example:
