Failed to restart Rabbitmq: line badarg rpc.erl 206

Question

It seems that my RabbitMQ server is running all connections from Celery.

Here is my status:

Here is what I get when I try to restart:

Nothing is displayed in the logs ...

How to restart the RabbitMQ server?
