Apple VoiceOver reads words like acronyms. Can this be controlled?

We have a problem when the Apple VoiceOver screen reader reads words in abbreviations. Here is an example:

"NEW and USED" will read as "NEW and Used"

We have sharpened this problem a bit and we see that words that have 3 characters or less and upper case are read as abbreviations.

Has anyone found a way to control VoiceOver and make it read words?
