The answer means that the target host is unavailable, which is not an error and can occur using a simple "ping". Now, using the -f (lood) option, some firewalls or hosts can believe in a DoS attack and quietly drop icmp packets.
Do you really need this -f option? It can overwhelm the network and should be avoided as much as possible.
