Can I create a watch face for the Apple Watch?

I googled over the internet, still can't find the official answer. I see that I can create scenes with an add-on, but they are "hidden", moving away from the user under the actual dial.

Are developers allowed to publish watches?

No, It is Immpossible. On the Apple WatchKit forums, the Apple Evangelist contacts this thread for frequently asked questions about creating a custom look.

Technically, you can create an application that is sentinel, but it won’t look.

I also wanted to write my own face for viewing, but for a hobby project, I don’t think that Apple currently offers time-oriented apps for the Apple Watch in the App Store. The application I wrote works well as the face of a watch, but does not support the complications / looks (which you would get if it were an official person for the watch).
