How to enable "permanent mode" in Windows fault tolerance manager in 2012?

In Windows Server 2008 R2, the "Enable persistent mode" checkbox was selected on the General tab of the cluster resource properties.

In Windows Server 2012, that seems to have disappeared.

My cluster resource is a "script shared resource" (but it doesn't make any difference).

How to enable "persistent mode" for a cluster resource in Windows Server 2012?

After further study, it seems to me that 2012 is by default or hardcoded to "constant mode", and they disabled the change in value using the graphical interface.
