How do I update the Apple Watch app based on location?

According to Apple, iOS apps should not do geocoding in the background.

However, WatchKit apps should have the latest information for their views. Since before showing to the user, before showing to the user how location-based applications store their location information while maintaining compliance with Apple policy?

For example, a weather application can geocode the latest location data (retrieved in the background) when the application is open on the iPhone before displaying it to the user. The watchdog extension for the same application is technically not allowed to geocode in the background - so when should it do it?
