Is there a solution to make an Android device as a receiver?

Hi, I have an Android box for Android that works on Android 4.4. Is it possible to make this device a receiver (for example, chrome or Android TV)?

In particular, is there any SDK for writing a custom application that will run on Android 4.4 as a broadcast receiver application?

No, there is no such official SDK. Please note that Cast SDK senders verify that they are talking to an official Cast receiver.

I also heard about a project of an emulator written in python for raspberry Pi, which seemed to work, but the project seems to be inhibited since then. [UPDATE] Dev wrote on the project page that he was going to publish a new version.

Anyway, I can find documentation on how to create applications that transmit, but nothing about open sdk for the recipient. It is still closed.
