Unexpected error: -2147483638 when deploying Windows8.1 application for me

I am currently working on developing applications for Windows8.1. The application works fine on the emulator, but when I try to deploy it on my Lumia 535, it gives this strange error message (Snapshot). "ARM debugging" is selected and my device is connected and unlocked. HyperV is also included thanks in advance :)

Try the following. Disconnect USB

  • press "Window key" + R
  • type 'services.msc'
  • click 'ok'
  • In the list, find the Windows Phone IP over USB Transport (IpOverUsbSvc) .
  • Right click on it
  • Select "Reboot"

Connect USB and try again. (I hope your device is unlocked by the developer.)

I have been through this hell for many hours. I tried everything. IpOverUsbSvc has been started. The only solution in my case was the “repair” option of the visual studio installer
