Prefetch for Safari browser?

According to this prefetch link, prefetching only works for certain browsers. Unfortunately for me, I need it to work mainly on mobile devices.

Does anyone have a solution on how to preload, preload, cache a page so that it works for iOS? (Safari)

One solution is to switch to base64 images.
