Where is the "Project Settings" in Gitlab now? How to delete a repository? And change the visibility level repository? And rename the project?

Below the item “Audit events” in the menu that you shot in the picture, you should see the option “Edit project”, which will allow you to do everything that you mentioned.

For the name of the project; On the GitLab project page in the left pane → Settings → General → General project settings → Expand

Level of visibility; On the GitLab project page in the left pane → Settings → General → Permissions → Expand
