Many Google App Engine Regions

Is it possible for my GAE to be balanced across regions? Like the USA and Europe.

Reading the link above, she says that it automatically scales inside or across multi-regional locations.
What does it mean? Should I enable auto-scaling by region? If so, how to do it?
And secondly, if it handles auto-scaling by region, the choice that the App engine location makes when creating a new project, is this inappropriate for the Google App Engine instance?

Jon asked this question a mailing list on which an answer was given. To repeat what people said: App Engine automatically scales across multiple regions , but these regions are determined by Google. For example, you will need to create another project to handle traffic in the EU.

You cannot change the region. Your application will be served from the region that you selected when creating the application. Any user can use the application, but users who are closer to the selected region will have a lower delay.

While the App Engine service itself operates in several regions, the App Engine application is served from one region. However, the application will scale across several zones within this region.
