Build Definition - Only an Empty Queue

If I create an assembly definition, I cannot select the default agent queue. Not so long ago, I can create an assembly definition that includes a default queue. I do not know what has changed, that it no longer works. If I go on to edit the correct created assembly definition and then try to create the definition again, I can select the default queue. What is the reason for this?

Editing an existing assembly definition before creating isnt a solution because I have many projects and some have the correct assembly definition and some do not have a build definition.

If you mean the default agent queue , for example, below when creating a build definition enter image description here

A queue attached to a pool containing the agents that you want to run. You can first check the status of your agent pool. Make sure everything is in order.

And even after creating the definition, you can still change the queue to General , try changing the queue here to determine if there is still an empty queue.
