The ocx control should be in the Syswow64 folder (if 64 bit), and not in the application folder, and it must be registered manually (a common vb6 problem in Win7, 8, 10). It seems you can see the file, but it may not be registered. Run cmd in administrator mode, enter "regsvr32 C: \ Windows \ SysWOW64 \ MSCOMCTL.OCX. This should fix the problem
