How to remove repository urls that no longer exist in the TortoiseSvn repo browser drop-down list?

Just hover over the item you want to delete and press Shift + Del .

Open regedit

go to hkey_current_user \ software \ tortoisesvn \ history \ repourls \

change urlX value to "" for what you want to delete.

If you go to the program menu and find TortoiseSVN> Setting

There is a tab "Saved data". From there, you can delete all the items in the list, which may be more than you wanted to get rid of. I'm not sure where this is stored, and if there is an option to delete individual items.
