What permissions are required to administer IIS without an "administrator"?

Is there a way to configure a group of users with the authority to administer IIS (use the IIS plugin in the MMC) without being an "Administrator" in the field?

Unfortunately, if this is IIS6, then you need to be a local administrator. If it is IIS7, then the data is much more granular. If you plan to upgrade to IIS7 (or are currently using it), there is a good message there that will guide you through it.
