Fake shortcuts on Windows - is there an API? One for C #?

I'm not sure what they call fake shortcuts, which you often see on Windows. A good example is a link to any of the Office 2007 programs. You can say one of them from the regular shortcut, because the target is grayed out and is not a real path. Can you access them through the .NET API? How to ask a goal? or get any information stored in it.

I think they are somehow related to Windows installers and advertised programs.
