IE8 Developer Tools failed to choose?

I really liked the Devloper Tool in IE8 (by pressing F12), but for some reason it no longer works, pressing F12 leads to the opening of the selection tool, but I didn’t open the page with any interaction with the page, usually there is a blue border surrounding your “selected” element on the page, this functionality, however, doesn’t work anymoew, I have two colleagues, one of whom he has the same problem, and the other where his developer tool still works as expected.

I am wondering if this happened to anyone else, and if they have an idea about what can do this? - the solution would also be cool;)

So my colleague thought that the Developer Tool did not get the proper attention. by right-clicking the application on the taskbar, selecting the move, highlighting its focus, and the size of the application, the size of which was reduced to a minimum, expanding it, made the developer's tool work as expected :)

For future reference only,
to enable the select element by clicking the tool several times when you need to click on
Update first (inside the debug panel).

I don’t know why, but it works most of the time.
