What is the difference between Windows CE and Windows Mobile?

I am just starting to develop Windows OEM and come across these two terms Windows CE and Windows Mobile . What is the difference between the two?

Windows CE is the base operating system. It can be configured and bundled with programs to support various application areas. Windows Mobile is a configuration that supports smartphones and other mobile devices.

Windows CE is more like an OS build kit than a specific operating system.

One of the important topics in this area is the so-called “kiosk mode”. For example, you write a stock system for mobile devices, and you don’t want users to be able to browse the web, play mp3, etc. Just do your job. If the provider has completed its work, WindowsCE-based devices can be easily blocked to prohibit such actions; while WindowsMobile-based devices are actually hard to block.

Windows Mobile is best described as a subset of Windows CE-based platforms. Currently, Pocket PC (now called Windows Mobile Classic), SmartPhone (Windows Mobile Standard) and PocketPC Phone Edition (Windows Mobile Professional) are the three main platforms under the Windows Mobile umbrella. Each platform uses various components of Windows CE, as well as additional features and applications suitable for their respective devices.

So, as I understand it, Windows CE is more of a "real" Windows for mobile devices, and Windows Mobile is somewhat trimmed and aimed at those who have less processor energy and memory. I actually did not come across some Win CE devices, perhaps because Microsoft is trying to install Windows XP and Vista, but not too successful with that.

Windows CE is like a bunch of Legos that allows you to choose the Lego components you need to create an operating system. (you create it yourself)

Windows Mobile is built on a set of these Lego pieces. (it comes as a ready-made operating system).
