I want to transmit audio data over a network using a java program. I got that JSpeex is an external bank that can help me in encoding audio data. But I do not know how to use Speex.

I suggest you look at this article at http://www.wowza.com/forums/content.php?172 there is some use about jspeex.you shuold just unzip jspeex.zip and copy the jspeex \ src \ java \ org folder to your project. Then write import org.xiph.speex. *; in your java file.
