Magento - Allow Countries - What Does It Mean?

ok ... so I feel really stupid asking this question .. but just wondering how to allow countries to drop out in the admin panel.

What exactly does this mean?

Does this mean that only some countries can buy from your site? if that means how it determines where you shop? Is this done using the IP Geo locator or is it detected when the user enters their address on the verification page?

or does it mean that only customers from certain countries have access to the site?

I believe this is a list of countries that you are willing to send. Here's a link that talks about this. The available list is apparently limited by the locale , so no geolocation binding is required. I don't know why this is done, though.

The reason for this feature is that you can use one Magento website to serve several countries with different prices or products. Say you have a German and an English store. You may have different prices, and you do not want someone from Germany to go to a store in England and order a product that is not available for Germany or at a reduced price.
