Why doesn't my clickonce application create an HTML file?

I only made another ClickOnce application in the past, but it generated an HTML file when I published it. I am currently working on another, and for some reason it is not generating an HTML file. The remaining files are published in order. I can install if I use url directly in setup.exe or .application file, but I would like to use the default html page. Can anyone think of any reasons why this file is not created. Thanks!

On the Publish tab, under the Options button, there is a check box to create the page.
