Is it possible to create a Visual C # program that works without the form of a console or windows? If so, how?

You can also create a Windows Service application; start and stop the application through the service management console.

Set the type of assembly output to the Windows application in the "Project Properties" section and do not show the form in Main. You can do whatever you want - you just need to somehow control the lifetime of the application (for example, how do you plan to close it?)
