IPhone APNS Sandbox vs. Production for applications not yet approved

Is it true that production APNS is not available until the application is approved in the app store? I can make good use of sandbox certificates, but production produces no results.

You can use service push services if you are creating an application with a distribution provisioning profile (as in the case of a special assembly). You will receive another device token, and the application will connect to Apple's push service.
