is there a mysql database ready for use that contains worldwide information about the nation, city, state, cap, etc. for use in the registration form?

You can use the free version of MaxMind GeoIP solution.

GeoIP provides a CVS file with instructions for importing into a database.

However, an API is also provided for different languages.
