The 5 MB storage in Heroku is just a database. For the actual placement of assets (files, videos, ...) they recommend using S3 (see http://docs.heroku.com/constraints#large-static-assets ).
You can always update the database when faced with restrictions. The first paid plan is 50 MB for $ 15 per month, see http://heroku.com/pricing
In addition, although Heroku does not offer a βnon-profit plan,β Iβm sure they will want to discuss some link exchange / free database when you contact them directly.
